Beyond the Megaprojects: Egypt's Sovereign AI Gambit
Egypt Forum 2026 (19–24 October, New Capital) signalled a policy pivot toward high-margin software outsourcing, generative-AI governance and domestic compute capacity.
- Outsourcing (BPO/KPO): a stated target of 200,000 tech jobs by 2030, built on a strong cost-to-skill ratio, a European-friendly time zone and multilingual talent.
- Sovereign compute: Vodafone Business, Elsewedy Electric and Cassava Technologies announced Africa Data Centres Egypt — 20 MW initially, a 200 MW expansion path, and up to USD 1bn total expected investment, using Nvidia technology.
- Chat Egypt: launched by the Cabinet's IDSC on 19 October with four sections and 21,000+ information entries to support fact-checking of text, images and video.
- Arabic LLMs: sovereignty is measured by control over data, operations, evaluation, development and contracts — not by hosting location alone.
Unverified claims circulating online — such as specific Huawei Ascend chip quantities or a US counter-offer — are not supported by published sources and are excluded from this brief.
- Talents : 200 000 emplois visés dans l'externalisation IT d'ici 2030.
